Due to unavoidable circumstances I couldn't integrate the idea with the given feedback. But below is the initial solution and the feedback from the contest masters.
SOLUTION: Solution. To develop a navigating machine that integrates both AI and Arduino in its operation. The said machine will contain the following: An Arduino board embedded with sensors, a Bluetooth or WiFi connection, ear pods and microphone, other sensors, motors, a surface where the person stands on, and a raised handle (similar to that of a bicycle). How it will operate: The machine will be a self driving one although it can be influenced by the person when he or she speaks to it e.g when stopping it. It will be able to predict the weather conditions and inform the person so that he/she makes appropriate decisions before choosing to navigate the world. This will use AI and maybe the temperature and humidity sensors. It will be trained (using machine learning) to avoid obstacles in order that the navigation runs smoothly.

The solution as presented is a self-driving smart “scooter” that a visually impaired person can ride on that user's various sensors and self-driving mechanisms
I think this solution could be very useful in a lot of outdoor environments.
As a blind person, the thought of having a safe fun means of outdoor mobility is very intriguing.
Sensors for curbs that go up and down; and low tree branches hanging across paths are essential. Make sure the distance they are set to allow the user to safely avoid those “catastrophic” encounters.
AI cameras for scene/situation determination and traffic and street crossings would aid in providing spoken details of what the rider is approaching so the rider can take part in decisions.
I would consider having a Google Maps interface to ensure safe predetermined paths to specific locations and back.
Please ensure a way to have a beacon or homing feature in case of emergency or malfunction. Also, an emergency cane if the user is stranded would be a great comfort.
In addition, please ensure the platform is large enough to provide a very stable base and tires that are hardy enough to withstand a multitude of terrain obstacles or path inconsistencies
