Currently in Los Angeles, the only way to officially report water usage is emailing a complaint to LADWP with the exact date/time, address and description. This process can be streamlined much better using mobile app technologies and esri's location services. Users can submit complaints to LADWP using a mobile application. Using data from the user submitted complaints, a heat map can be generated, a water map of shame, to show which areas and businesses waste water so the community can act on it.
Administrators can access the admin map, review the submissions, and publish them to the public map.
Leveraging esri's WebMap, the data is persisted and can be overlaid with the mass amount of existing layers esri has to do further data analysis.
