Press and hold reset button on the pico while holding the button, plug the pico into a pc via a usb cable, wait 3 seconds and release.
copy and paste the adafruit-circuitpython-raspberry_pi_pico-en_US-7.0.0.uf2 to the picothe pico will reboot once you see the circuitpython directory
extract the code file and copy and paste the code.py and lib folder onto the pico
reboot the pico
you can then follow the wiring schematic to wire up the buttons and rotary encoder.
